Phillips, 24, Rochelle, and a 1990 Mercedes-Benz driven by Robert G. Short, 75, Oregon. Phillips was issued a citation for disobeying a traffic control device.

At 11:52 a.m., Oregon Police responded to a two-vehicle traffic crash at the intersection of Washington and Monroe Streets involving a 2007 Toyota driven by Nadia G. Vander Kolk, 18, Oregon, and a 2003 Chevrolet driven by Dameon W. McDannell, 38, of Fayetteville, PA. Vander Kolk was issued a citation for failure to reduce speed to avoid an accident.
